Create A Textbox like Notices in TA SCASE

Hello,

i want to create a TCODE where u can change and add Texts for specific TEXT ID like in the TA SCASE.

 

I think there will be standard modules for this. Unfortunately, I am not familiar with these. Can anyone help me?
